Commanders have tolerated widespread sexual violence by their forces and, in some cases, appear to have ordered it or committed it themselves. Human Rights Watch interviewed survivors of rape and sexual slavery, 52 of them girls at the time of the attacks, as well as government officials, police, medical personnel, United Nations officials, and others. Due to stigma, under-reporting by survivors, and security-related restrictions on research, the full number of sexual violence incidents by armed groups during the conflict is undoubtedly higher, Human Rights Watch said. Most of the abuses documented are not only crimes under Central African law, but also constitute war crimes. In some cases, they may constitute crimes against humanity.

During nearly five years of conflict, armed groups in the Central African Republic have committed widespread sexual violence and used rape and sexual slavery as a tactic of war. Two main parties to the conflict, the Seleka and anti-balaka, have used sexual violence to punish women and girls, particularly along sectarian lines. In many cases, the sexual violence Human Rights Watch documented amounts to torture. Historic impunity for sexual violence in the country, as well as a largely dysfunctional justice system, give survivors little hope for justice. Most cases Human Rights Watch documented are not only crimes under Central African law but constitute war crimes and may constitute crimes against humanity.

History of sexual slavery in the United States

Sexual slavery and sexual exploitation is attaching the right of ownership over one or more people with the intent of coercing or otherwise forcing them to engage in sexual activities. Sexual slavery may also involve single-owner sexual slavery ; ritual slavery , sometimes associated with certain religious practices, such as ritual servitude in Ghana , Togo and Benin ; slavery for primarily non-sexual purposes but where non-consensual sexual activity is common; or forced prostitution. The Vienna Declaration and Programme of Action calls for an international effort to make people aware of sexual slavery, and that sexual slavery is an abuse of human rights.
The history of sexual slavery in the United States is the history of slavery for the purpose of sexual exploitation as it exists in the United States. African-American slaves were systematically raped or forced to breed with other slaves. Early American colonists were largely male, and some men resorted to force to procure wives. Native American women were often captured to be traded, sold, or taken as wives. Currently, under federal law , a prostitute is considered a victim of human trafficking if he or she is either under 18 or is being controlled through force, fraud or coercion.
